Actually a great amount of the stimulus funds sent to California are being used for precisely this. I know this because of my job and the endless number of bid packages upon which I have worked over the last few months. Also my dad works within the energy industry. I have had discussions with him about alternative energy sources since the late 70s. In Sacramento public buses were converted to natural gas use in the early 90s I believe. Of course their electric utility is municipally owned. They must respond to voters and not shareholders.
